At Westminster City Council, we free our people to lead. Daphne, our champion for people with learning difficulties, is a real beacon. She doesn’t just advocate for colleagues with these difficulties, she teaches managers how to identify and understand the conditions, and support their teams at work. Daphne has an innate ability to see the human behind every situation, helping them capitalise on strengths and overcome challenges to be their very best. With her empathy and expertise, she’s a natural. But then, a lifetime of managing her own dyslexia and dyspraxia brings with it unique insight. Westminster City Council people bring everything they are to their work. Sometimes even heartbreak. Shofa is a shining example. Shofa’s brother suffered with his mental health and died tragically young. She uses his memory as motivation to give Westminster Youth Council members the opportunity to have a voice and get involved in decision making. This passion resulted in her innovation: The Westminster Youth Market. Here, local teenagers learn about entrepreneurship and develop their personal skills. This is an inclusive platform where everyone’s contribution and abilities are celebrated. Inspired by a promising life cut short, Shofa believes without vision there is no direction and every young person should be supported to realise their dreams.

Nothing beats the feeling of helping someone find their passion. At Westminster City Council, our City Lions team helps young local people engage with culture, creativity and dreams. When they came across a lonely, isolated 16-year-old who called himself a failure, they knew what to do. They worked 1-2-1 to find the thing he really loved. YouTube, it turned out. But it’s impossible to turn that into a career, right? Wrong. A week later, he was enrolled on the British Film Institute film-making programme. It was the ultimate lightbulb moment. And it turned him into what he is today - a budding Spielberg with the world of opportunity at his feet.
THE EXTRAORDINARY STORY OF GIRO'S PERSUASIVE POWERS
At Westminster City Council, we love it when our work touches lives. Take Stepping to the Beat, our 3k walk, jog or run for people with learning or physical disabilities or Autism, their families and carers. It’s a life-affirming, music-based event Coreen and Claudia are massively proud of – and they were keen for people to spread the word. So, imagine how thrilled they were when one of our residents, Giro, did just that. Advocating for people with disabilities at a planning meeting for transport in London, he was proudly wearing his event medal. And he decided to use it to encourage others. As he passed it around the room, Giro inspired lots more people with disabilities to get involved. Infectious enthusiasm goes a long way here.
THE EXTRAORDINARY STORY OF THE CARRICK YARD INVESTMENT
At Westminster City Council we go above and beyond for our residents – in all sorts of pioneering ways. Our Finance team is no different and its work has the ability to have a profound impact on residents’ lives. By being smart and courageous with the council’s finances means we can achieve more for our residents. Take the Carrick Yard housing development in Luton Street. When a big international building firm couldn’t find a sales partner, we stepped in to create a joint venture partnership and underwrite any unsold units to protect our investment. Then when we felt a big banking partner would be overcharging the venture for financing the development, we decided to finance it ourselves. The result? 171 homes are now under construction, leading the redevelopment of the Church Street area, whilst the council is projecting a potential return on investment of almost 14% - far in excess of anything that can be achieved on cash deposits in current market conditions. And why does this success matter? Because it allows us to invest even more in public services that are the lifeblood of our communities.
